The African American Festival Positively Dover is more than a signature Dover event. Held on Legislative Mall June 27, this year’s fest will be “the best one yet,” says Reuben Salters, director of the Inner City Cultural League. “The Coasters will yakety yak, we’ll have a little bluegrass, Celtic music—we diversify—plus great merchandise and delectable food.” Several dignitaries are expected to grace the Grand Marche parade.
